The Security of our city is one of the most important and certainly one of our most vulnerable problems that face us.

 

1.      Our ports pose as a facility of mass destruction, with any one of the thousands upon thousands of metal cargo containers that are shipped here from major ports around the world, each one could serve as a means of bringing weapons of mass destruction into the city of Los Angeles.

2.      Virtually all of the containers are not actually checked at the points of origin and deemed safe through a system of determining the probability of the degree of risk based on the point of origin.

3.      U.S. forces must be employed to check the contents in all containers that are shipped to Los Angeles and Long Beach ports. These forces must be employed at the port from which the containers are shipped, not once the containers have arrived in our ports.

4.      Checking containers once they arrive into our ports is futile because the weapon of mass destruction has already arrived and could be detonated.

 

 

 

The duty we have to ourselves, other people around the world and all other creatures on earth both on land, air and in the sea is to protect our environment from destruction.

 

  1. The destruction to our polar ice caps and the warming of our planet serves as irrefutable evidence that we are irreparably destroying not only our earth but that which all other life on the earth relies.
  2. Removing cars from the road will serve as one of the most important ways of eliminating greenhouse gases that are causing the warming of the earth.
  3. We as citizens of Los Angeles can virtually eliminate traffic on all freeways by simply stop driving one vehicle per each person. The environment can no longer withstand the impact from the use of single person driven vehicles.
  4. Each person that travels to the same destination every day can easily be networked with 26 other persons that travel within the same square mile by traveling in a 27 seat shuttle van. These vans are used all the time at the airports, and by tour guides.
  5. By taking 27 vehicles off the freeways both to and from work with just one 8 cylinder vehicle will enable the passengers the freedom to do several different things not possible while each person would be driving an individual vehicle.
  6. A person can read a book or the paper on the way to work, work on a laptop computer, organize for the days work schedule, or relax. With just 100 27- seat shuttle vans being used it would remove 2700 vehicles from the road. This amounts to 10 miles of 5 lanes of solid traffic.
  7. 100 vans instead of 2700 vehicles could turn a grinding 1hour and 20 minute ride to work to just 20 minutes. By paying a monthly fee of possibly $300.00, saving on the cost of fuel at $2.50 a gallon, wear on the vehicle, parking fees, insurance, etc. there could very well prove to be a savings as well as adding another hour of the day by not sitting in traffic unable to do anything except possibly talking on the phone.
  8. The efficiency of the shuttle vans would be attained by linking only those people that live in the very close proximity to one another, and also work or travel all within the same area.
  9. The contaminates that are the waste from the vehicles that we use directly affect the ocean by way of the contaminates mixing with rain water when it rains and by other means and drains to the ocean from the Los Angeles river.

 

 

The use of jail inmates to repair our infrastructure must be used.

 

  1. The cost to keep an inmate in jail costs the public tens of thousands of dollars a year without any benefit to the public other than punishing a person and keeping them from committing further crimes while in jail. Statistics show that at least 75% of those going to jail end up back in jail again. From a business standpoint, this is a failing system.
  2. By giving a non-violent prisoner the option of serving their time by being part of a full time 40 hour a week work program of fixing the cities infrastructure there would be a real benefit in repairing the streets that are badly in need of repair. Additionally, the sidewalks that are broken or uplifted by tree roots could also be repaired, bringing pride back to communities by having repaired streets and sidewalks that are safe to drive and walk on.
  3. Video tape the streets and sidewalks throughout the city, create a plan as to what tools and how much and what type of material to use. Each pothole or broken sidewalk could be repaired with maximum efficiency. A crew of 3 or 4 prisoners and two supervisors could repair several pot holes a day, or repair badly broken or uplifted sidewalks.
  4. Most pot hole repairs in the city have a poor or very poor quality to the repair and in private industry would be unacceptable to the buyer. For instance, most repairs to the numerous concrete streets throughout the city have been improperly repaired with asphalt. The pot-hole repair on concrete is not flat, does not match the surface of the concrete, does not withstand the elements and regularly breaks down in the same spot. This improper repair usually results in an inferior repair of a low area and a raised area in the same spot . This actually still causes a pot hole and a speed bump from the improper use of asphalt.
  5. The proper material will be a high strength concrete that can be mixed on the spot with water and steel trowel smooth. Not only will the concrete not lose its shape from the hot sun, as does asphalt, the concrete used in the repair can be made absolutely level, will actually hold up for several years and will insure that water does not penetrate where the pot hole was which would cause further deterioration of the concrete street or sidewalk.
  6. The prisoners would wear ankle bands to monitor their travel which would be restricted to their house and the work program. Removing thousands of non violent prisoners from jail and putting them to work will save the public millions of dollars a year and actually repair the city in a professional manner.
  7. The benefits will bring a new pride to communities around the city, vehicles that are damaged by the broken roads will be lessened, a smother and more enjoyable ride, as well as a safer one, especially for motorcycle riders. The sidewalks will be safer, especially for children to play on, the handicap, and elderly.

 

 

The city of Los Angeles will be greatly beautified through a program of commissioning several artists to create murals on large freeway and other concrete walls around the city under overpasses and other areas where beautification will be desirous.

 

  1. With many talented artists ready and willing to create master works of art throughout the city for the honor of being recognized for their work, these talented artists will create art throughout the city.
  2. The city will have trash cans throughout the city that are all hand painted by the school children from the closest schools to that community or neighborhood.
  3. The artistically painted trash cans by the school children of the community will serve to bring pride in the children participating in the artwork and the companies or other private persons that will donate the funds to buy the trash cans and the art supplies. Those child artists, their schools, and the private companies or persons will all be noted on the individual trash cans.

 

 

Homeless people throughout the city must be provided shelter, warm clothes and food.

 

  1. The use of vacant and safe commercial buildings can serve as temporary housing for the homeless throughout the city. Building owners could make available their buildings through an incentive program with the city.
  2. Army cots could be set up in the buildings with temporary hot showers and restroom facilities.
  3. The persons wishing to use the facility will be required to start work at 8:00 a.m. and work until 12:00 p.m. sweeping the sidewalks and gutters removing the debris and loading the trash into cans that are loaded onto trucks. The balance of the day would be used for trying to obtain a job.

 

Domestic terrorists have to be met with the same force and resolve as terrorism abroad.

Violent criminals and their racketeering enterprises have to be stopped.

 

  1. Giving a hoodlum the stature of gangster or gang member to most law abiding citizens has a very negative connotation of an individual who breaks the law through violence and other corrupt acts.
  2. Removing the terms gangs and gang members strips them of the names that they seek to be known by.
  3. Reclassifying these individuals as cowards and murderers which many of them are, will start the process of de-glamorizing their local terrorism.
  1. The city will sponsor a $25,000.00 reward, payable to the first person or multiple persons who at the same time provide information to the authorities who successfully convict a person who sells or distributes any illegal drugs.

 

 

City will start a large scale job training center that will be free to all trainees. In the wake of the Los Angeles riots, it was agreed that more needed to be done to train and employ inter-city youth. Since the 1992 riots, the opposite has happened, many jobs have evaporated to China and other Asian countries.

  1. The training center would be set up very much like a business convention, with booths set up side by side.
  2. The training will be going simultaneously, with trainees actually working hands on with materials under the guidance of experts.
  3. Materials would be provided and donated at no charge to the center. Many manufacturers have blemished materials or with some other defects that prohibit the companies from selling these goods as 1st quality
  4. Blemished or seconds, as they are commonly referred to, would serve as excellent material for job training.
  5. Most of the lumber that is removed from existing buildings during remodeling or renovation that ordinarily ends up in the landfills would be reused in the job training center.
  6. Carpeting, still in good condition that is removed from homes or building will be donated to needy families whose carpet is in bad condition and will not be deposited into the landfills.
  7. All other types of fabricated material or equipment will be reconditioned at the training center.
  8. The training expertise will be provided on a volunteer basis from businesses who are experts in the field.
  9. The center will be a job hiring center as well as a job training center.
  10. The fabricated or reconditioned goods that are produced will be auctioned and the proceeds will go to fund the training center

 

 

When the lottery started in California, it was touted that our schools would be provided the funds to enable the schools to be the finest. Not only are most of the schools in Los Angeles not doing well, most are well below average.

 

  1. All students will have a mentor, a student of 3 or 4 grades higher, to work on a weekly basis to monitor, and help with studies.
  2. Many families have parents or brothers or sisters who are unable or unwilling to assist a child with their studies.
  3. Students receiving scholarships in colleges will pay back part of the loans through the student mentor program.
  4. Senior citizens have a lifetime of work, skill and expertise. Many seniors if they felt a program could fit into their schedule would be more than willing to help in the schools.
  5. While this is used on a very limited basis, huge gains could be achieved by efficiently tapping into a lifetime of expertise.
  6. Seniors could effectively cut the size of a 30 student per teacher classroom in half or more by providing assistance to the teacher.
  7. Additionally children that have a hard time in different areas could be put in groups and assisted in the classroom by the senior volunteers.
  8. By addressing the problems that some students are having in the classroom, the student will not be passed on grade after grade with the same problem.
  9. Physical education class will be mandatory in all grades from 7th through 12th. We cannot expect to turn around the child obesity problem by only having physical education as an elective.
  10. The Industrial Arts Departments will be brought back to the High Schools and Middle Schools.

 

 

Public Contracting is notorious for contracting companies being involved in bribery, graft, collusion, and malfeasance with governmental employees. The vast amounts of money involved, the sophistication of the work involved, the relative ease in corruptly working with an official and the severe lack of oversight and audit accountability all contribute to the breeding ground for corrupt acts that fleece our resources. The Malibu Pier contracting fiasco involving public officials corruptly running an illegal contracting operation and then devising a very elaborate scheme to cover-up their corrupt acts proves of their direct knowledge and involvement in defrauding the public.

 

  1. City contracts will require seven (7) bids to be submitted on all contracts that are let by the city. The trick to defrauding the public involves two or possibly three contractors creating a price fixing situation. The contractors intentionally submit sham bids with the contractor who will be selected submitting an inflated bid by colluding with the other contractors who submitted sham bids. This scam directly defrauds the public by way of removing competition from the contracting process.
  2. Requiring all change orders to be re-bid by seven (7) contractors as well. Many contractors gauge the public of its funds once they are mobilized on a contracting project. If other contracting entities can bid on the change orders as they arise, it will cut out the gauging and collusion that goes on with the contractor and officials that have control over the project.
  3. California law requires that contracts and work that is tainted with fraud are void and unenforceable.
  4. The city attorney or a private citizen have the right to recover the funds that are paid out of city funds when a contract is let contrary to public policy. A vigorous policy of re-covering funds that are obtained fraudulently will ensure the funds are safeguarded and are not squandered through criminal acts.

 

 

Our borders must be controlled, not doing so allows foreigners to circumvent our immigration laws. Americans are entitled to have the immigration laws enforced under the 14th amendment to our United States Constitution. The 14th amendment ensures equal protection and equal enforcement of our laws.

 

  1. Illegal aliens must not be issued licenses to drive in this state. This misconceived idea of issuing licenses to people who have circumvented the immigration process which are laws that all citizens have a right to be enforced, essentially nullifies immigration law.
  2. This pandering to people who do not have a lawful right to be in the country sets a precedent. Several other laws would then be subject to the same misguided effect, thereby nullifying those legitimate laws.
